HR 3770 / S 2218 - Kidney Disease Educational Benefits Act of 2002 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to provide coverage for kidney disease education services furnished upon the managing physician's referral to an individual with kidney disease who will require dialysis or a kidney transplant. Requires such services to impart comprehensive information regarding management, prevention, and options regarding treatment of kidney disease, and to ensure that such individuals have the opportunity to participate actively in the choice of therapy.

The bill calls for kidney disease education services that would:

  • provide patients with comprehensive information regarding:
    • the management of comorbidities
    • the prevention of uremic complications
    • each option for renal replacement therapy (including peritoneal dialysis, hemodialysis (including vascular access options), and transplantation)
  • ensure that the individual has the opportunity to actively participate in the choice of therapy

On February 14, 2002, federal legislation was introduced in the House of Representatives that would provide kidney disease education services for pre-ESRD patients. The legislation was introduced by Phil Crane of Illinois and 15 other co-sponsors.
